Hallie Shoffner is a farmer, advocate, and champion for rural communities. Raised on a family farm, she's worked with NGOs in India, Peru, and the Amazon, led nonprofits, and regenerative farming efforts, and serves on the Arkansas Foodbank board. As founder of Delta Harvest, she fights for stronger rural economies, family farms, and local food systems.
About Hallie
Hallie Shoffner is a proud Arkansan, a lifelong farmer, and a dedicated advocate for rural communities. Raised on a family farm in a small town, she learned the values of hard work, faith, and community from an early age. After graduating from Newport High School, she earned a liberal arts degree from Vanderbilt University on a full-tuition Robert Harvest Scholarship and later obtained a Master of Public Service from the University of Arkansas Little Rock Clinton School of Public Service. She also studied at the Universidad de Complutense in Madrid, Spain, furthering her global perspective on public service and rural development. Hallie is fluent in Spanish, a skill that has enriched her work both locally and internationally.
Hallie has built a diverse career spanning nonprofit leadership, health outreach marketing campaigns, grant writing, business development, and fundraising. She has also spent time working for NGOs in India, Lima, Peru, and the Peruvian Amazon rainforest, gaining firsthand experience in international rural development, sustainable agriculture, and community-driven solutions to poverty and food insecurity. For the last ten years, Hallie has been primary operator of her family's farm in Jackson County.
As the founder of Delta Harvest, an enterprise dedicated to rural economic development, Hallie leads initiatives that support family farms, expand local food production, and create economic opportunities in Arkansas and across the Mississippi Delta region. She believes in keeping food production closer to home, reducing waste in distribution, and ensuring that local farmers can thrive in high-value markets.
Beyond her work in agriculture, Hallie serves on the board of the Arkansas Foodbank, working to combat food insecurity and ensure that families across the state have access to fresh, local food. She has also served on the boards of women’s reentry programs, supporting formerly incarcerated women as they transition back into their communities with the resources and opportunities they need to succeed. Additionally, she is deeply engaged in regenerative farming efforts, promoting sustainable agricultural practices that restore soil health and enhance long-term farm viability.
A Methodist with deep roots in faith and service, Hallie believes in the power of community, personal responsibility, and strategic investment in rural areas. Her leadership resonates across the political spectrum—championing strong local economies, self-reliance, and agricultural innovation while ensuring that all Arkansans have access to quality education, healthcare, and economic opportunity.
With a commitment to cultivating change and growing prosperity, Hallie is working to ensure that Arkansas’s rural communities are not just preserved but empowered for generations to come.
